The General Council is composed of 25 members (14 representatives of the teachers and/or researchers, 3 representatives of the students, 1 representative of the non-teaching staff, and 7 external personalities of recognized merit who do not belong to the School but have knowledge and experience relevant to the institution). This body elects the President of the School and, under his/her supervision, approves the general guidelines of the institution in the scientific, pedagogical, financial and patrimonial fields.

Some of the responsibilities of the General Council are: to elect the President, to evaluate the actions of the President and the Management Council, and to propose the initiatives it deems necessary for the good functioning of the institution.

For example, on the proposal of the President of the School, the General Council approves the budget proposal and the consolidated annual accounts, sets the tuition fees for students, and approves the action plan for the four-year term of the President of the ESEnfC.
